Someone I really don’t like plead down to sexual assault, would he have to register as sex offender or not?

To my knowledge, yes. He will probably be registered as "medium risk" on whatever website and the longer he goes without another conviction he could end up as "low risk". Those labeled High Risk are generally charged with Sexual Assault of a Minor, or Child Molestation. Most sex crimes are an act of violence, and not classified as an act of sex.
