We are seeing it every day at every level of government and throughout society and it is breaking the backs and hearts of the citizens of every country around the world. It would be much better to put those funds into a prevention or treatment program in which they could participate either voluntarily or by mandate than to fund their potentially dangerous habits. The moral compass is way off in the world right now and we all need to do our part to make the world a better place. You can hire an attorney to force anyone to do anything.
